Authorizes the director of health to waive the two-adult limit in certified adult foster homes for adults with developmental or intellectual disabilities, allowing up to three adults total with a valid waiver.

Permits dual certification of homes as both child foster boarding homes and adult foster homes to accommodate foster children who reach age eighteen, with a combined limit of three residents total and a prohibition on admitting new adults while foster children reside in the home.

Defines "certified caregiver" as an individual age twenty-one or older who resides in the home and holds a valid certificate to provide twenty-four hour care, and "related" as connections by guardianship, trusteeship, blood, marriage, or legal relationship.

Grandfathers existing adult foster homes that are dually certified as of the Act's effective date, preserving their valid certifications despite the new three-resident limit.

Applies existing department of human services child foster boarding home rules to adult foster homes under section 346-17 and establishes payment rates consistent with domiciliary care homes.
