Reduces Neurotrauma Advisory Board membership from 21 to at least 11 members while maintaining representation of key stakeholder groups.

Modifies required member composition, reducing positions for survivors/family members from 5 to 2 (one traumatic brain injury, one spinal cord injury) and at-large members from 5 to 3.

Eliminates separate positions for Spinal Cord Association and stroke representatives, replacing with one representative from the American Stroke Association.

Allows director to appoint up to three state and county representatives whose work relates to neurotrauma as ex officio nonvoting members.

Establishes quorum requirement as a majority of all voting members who have been appointed and accepted appointment, with majority vote of members in attendance required for board actions.
