Makes an emergency appropriation from general revenues to the Department of Health for the Developmental Disabilities Division for fiscal year 2013-2014.

Funds services for Compact of Free Association (COFA) populations eligible for developmental disabilities services under Medicaid Title XIX programs using 100% state funding.

Appropriation is mandated by a preliminary injunction from federal court in Korab v. McManaman (Civil No. 10-00483) issued December 13, 2010, requiring the state to provide these services.

Ensures continuation of existing developmental disabilities services mandated under Hawaii Revised Statutes Chapter 333F for eligible COFA adults and children.
