Establishes an environmental information management office within the Hawaii Department of Health, headed by a manager appointed by the director without regard to civil service requirements.

Converts the manager position to a civil service position effective July 1, 2017, with current exempt employees appointed to the civil service position if they meet minimum qualifications.

Office duties include promoting environmental information systems and mobile applications, providing project management for environmental data systems, developing environmental information management policy, seeking partnerships and funding for system development, and reducing regulatory reporting burdens.

Office shall serve the director in an advisory capacity on all matters relating to environmental information management and coordinate with the chief information officer and the U.S. Environmental Protection Agency.

Act becomes effective July 1, 2050.
