Amends Hawaii Revised Statutes Section 25-2 to require legislative reapportionment be based on population data of total permanent residents within the State of Hawaii.

Defines "permanent resident" as any person counted as a usual resident of Hawaii in the last preceding United States census.

Applies the permanent resident definition to legislative reapportionment conducted by the reapportionment commission.

Maintains existing requirements for public hearings, notice periods, and timelines for submitting final reapportionment plans to the chief election officer.

Takes effect upon approval.
