Requires all public agencies to provide medical, mental health, social, police, and juvenile records to the court upon request when a defendant is ordered to undergo a forensic examination under Hawaii Penal Code section 704-404.

Overrides confidentiality laws and restrictions that previously prevented agencies from sharing records needed for forensic evaluations to assess defendant fitness to proceed or penal responsibility.

Addresses delays in forensic examinations at Hawaii State Hospital by ensuring examiners receive relevant defendant history before conducting court-ordered evaluations.

Applies to examinations ordered under sections 704-404 (physical or mental disease/disorder) and 704-406 (fitness to proceed) of Hawaii Revised Statutes.

Takes effect upon approval by the Governor.
