Requires at least one member of the Board of Land and Natural Resources to have demonstrated expertise in native Hawaiian traditional and customary practices, separate from the existing conservation and natural resources member requirement.

Qualifications for the native Hawaiian expertise member include a college degree in Hawaiian studies, native Hawaiian law, or related field; work history demonstrating knowledge of native Hawaiian traditional and customary practices; or substantial experience in such practices.

Maintains existing requirement that at least one board member have a background in conservation and natural resources such as forestry, wildlife conservation, geology, environmental science, or marine biology.

Keeps current board composition of seven members (one from each land district and three at large) and existing conflict-of-interest disclosure requirements for all members.

Effective date: July 1, 2014.
