Proposes amendment to Hawaii State Constitution Article VII, Section 12 to authorize issuance of special purpose revenue bonds for dam and reservoir owners.

Allows the State to issue special purpose revenue bonds and loan proceeds to assist dam and reservoir owners in improving facilities to protect public safety and serve as important water sources.

Adds new definition of "dam and reservoir owner" to constitutional text as any person with right, title, or interest in a dam, reservoir, or related property.

Permits combining multiple special purpose revenue bond issues for dam and reservoir owners into a single issue, similar to existing provisions for not-for-profit educational institutions.

Requires voter approval through ballot question asking if State should be authorized to issue special purpose revenue bonds for qualifying dam and reservoir owners.
