Allows transfers of vessel ownership from personal to corporate ownership without terminating mooring or commercial permits for commercial fishing vessels and commercial maritime operations.

Permits stock or interest transfers in corporations or business entities holding commercial permits without losing permit rights, provided the entity has engaged in the same commercial vessel activity for at least one year.

Exempts transfers of stock or interest between spouses or first-generation lineal descendants from the business transfer fee requirement.

Establishes that in controlled group transfers, the transferee must retain at least 80 percent control of the transferor to maintain permit rights.
