Adds a new chapter to Hawaii Revised Statutes recognizing the State's role in co-managing the Hawaiian Islands Humpback Whale National Marine Sanctuary.

Defines "sanctuary" as the Hawaiian Islands Humpback Whale National Marine Sanctuary designated by Congress in the 1992 Hawaiian Islands National Marine Sanctuary Act and subject to five-year management plan reviews under the National Marine Sanctuaries Act.

Designates the Department of Land and Natural Resources as the lead state agency to co-manage the sanctuary in accordance with the National Marine Sanctuaries Act, the 1998 compact agreement with NOAA, and the 2010 memorandum of agreement with the Office of National Marine Sanctuaries.

Takes effect upon approval.
