Adds a new chapter to Hawaii Revised Statutes to recognize the State's role in co-managing the Papahanaumokuakea Marine National Monument.

Designates the Department of Land and Natural Resources as the lead state agency for co-managing the monument established by Presidential Proclamation 8031 on June 15, 2006.

References the December 8, 2006 memorandum of agreement between Hawaii and federal agencies (U.S. Department of Interior Fish and Wildlife Service and National Oceanic and Atmospheric Administration) regarding monument management.

Takes effect upon approval.
