Adds 12 new hallucinogenic substances to Hawaii's controlled substances schedule (Section 329-14(d)), including 2C variants (2C-E, 2C-D, 2C-C, 2C-I, 2C-T-2, 2C-T-4, 2C-H, 2C-N, 2C-P), NBOMe compounds (25I-NBOMe, 25C-NBOMe, 25B-NBOMe), and their isomers and salts.

Adds 4 new synthetic cannabinoids to the controlled substances schedule (Section 329-20(g)), including APINACA (AKB48), PB-22 (QUPIC), 5-fluoro-PB-22, AB-FUBINACA, and ADB-PINACA with their isomers and salts.

Adds 2 new depressant substances to Schedule III (Section 329-18(c)): Perampanel and Alfaxalone, including their salts, isomers, and salts of isomers.

Adds Lorcaserin as a new stimulant substance to Schedule IV (Section 329-20(d)), including its salts, isomers, and salts of isomers.

Updates Hawaii's controlled substances law to conform with federal law amendments as required under HRS Section 329-11, effective upon approval.
