Amends Hawaii Revised Statutes section 235-20.5(b) to add taxpayer education as an authorized use of funds from the tax administration special fund.

Permits the Department of Taxation to use special fund moneys to develop, implement, and provide taxpayer education programs, including tax publications.

Adds a new subsection (4) to the list of allowable purposes for tax administration special fund expenditures.

Takes effect upon approval.
