Amends section 231-4.3 of Hawaii Revised Statutes to clarify that Department of Taxation criminal investigators subject to chapter 76 have police powers, including the power to arrest.

Changes the civil service exemption for criminal investigators from mandatory to discretionary, allowing the director to appoint investigators either with or without chapter 76 exemption.

Removes the requirement that police powers only apply while investigators are in actual performance of their duties.

Authorizes the director of taxation to adopt rules under chapter 91 to implement the amended provisions.

Takes effect upon approval.
