Repeals HRS §286-238.5 regarding hazardous materials endorsement requirements, consolidating these provisions into the main commercial driver's license qualification standards in HRS §286-236

Amends references in HRS §286-238.2, §286-239.5, §291E-44.5, and §291E-61 to reflect the new subsection numbering and organization of commercial driver's license provisions

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the law's effective date
