Amends Hawaii Revised Statutes section 286-202.6(a) to change "notwithstanding" to "in addition to" regarding federal requirements in 49 CFR part 390.21 for motor carrier vehicle markings.

Reorganizes section 286-207 exemptions from motor carrier safety requirements by removing three exemptions (sampan buses within 20 miles of Hilo, station wagons for property, and employee transportation vehicles with 9 or fewer seats) and renumbering remaining exemptions.

Modifies the van pool exemption in section 286-207(4) to specify vehicles must transport "less than sixteen individuals" rather than the previous language.

Changes terminology from "private" to "personal" purposes in the exemption for passenger vehicles used without compensation for recreational or entertainment purposes.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
