Removes University of Hawaii exceptions from program execution budget review requirements under Hawaii Revised Statutes Section 37-74, subjecting UH to the same budget oversight as other state agencies.

Prohibits the sale or gift of University of Hawaii at West Oahu lands acquired through Act 294 (Session Laws of Hawaii 1996) without prior approval by the legislature through concurrent resolution requiring a two-thirds majority vote in both houses.

Appropriates general revenue funds for fiscal year 2014-2015 to establish 2.5 full-time equivalent positions in the Office of Student Equity, Excellence, and Diversity at University of Hawaii at Manoa to conduct research on Asian American and Pacific Islander students in higher education.

Repeals Section 304A-2603 and Chapter 304A, Part VI, Subpart D, eliminating the Board of Regents' authority to issue revenue bonds for parking structures and other facilities.

Takes effect on July 1, 2030.
