Establishes a little fire ant pilot project in Hawaii County's Department of Parks and Recreation to address spread within county parks, test pesticide controls, and develop eradication strategies for statewide implementation, ending June 30, 2015.

Authorizes Hawaii County to hire minimum staffing of one part-time Caretaker II and two part-time Caretaker I positions for the pilot project.

Creates a canine detection team pilot project through the University of Hawaii's Hawaii Ant Lab to detect new little fire ant populations and assist in eradication efforts, ending June 30, 2015.

Directs the Hawaii Invasive Species Council to implement a statewide public awareness and education campaign focused on detecting little fire ants in materials moved by commerce and travel, including plants, soil, vehicles, and equipment.

Appropriates funds from general revenues for fiscal year 2014-2015 to support the pilot project, canine detection team, and public awareness campaign, with pilot project findings and recommendations due to the legislature by 20 days before the 2016 regular session.
