Requires the Public Utilities Commission to establish community-based renewable energy tariffs upon application by an electric utility or on the Commission's own motion, if determined to be in the public interest and non-discriminatory.

Allows any person or entity to propose a community-based renewable energy project, subject to Public Utilities Commission review and approval.

Permits electric utilities to develop and implement their own community-based renewable energy projects.

Defines "community-based renewable energy tariff" as a tariff allowing electric utility customers to purchase legal ownership interests in portions of eligible renewable energy projects and receive billing payments from the utility for electricity purchased.

Requires standardization of community-based renewable energy tariffs and related interconnection processes to the extent possible; effective July 1, 2050.
