Authorizes the examiner of drivers to issue a driver's license with a unique identifier to undocumented immigrants who meet all other licensing qualifications, provide proof of identity and Hawaii residency, and submit a Social Security Administration letter stating they are ineligible for a social security number.

Requires the license to be clearly distinguishable from standard Hawaii driver's licenses and instruction permits, with language indicating it is not acceptable for federal, employment, voter registration, or other public purposes and is solely for driving.

Specifies acceptable documentation for proving identity and residency, including consular identification documents, passports, marriage licenses, foreign driver's licenses, property deeds, property tax bills, and income tax returns.

Prohibits discrimination against holders of the unique identifier license and prevents the license from being used as basis for criminal investigation, arrest, or detention based on immigration status.

Establishes that information collected is not a public record and allows the examiner to charge an additional fee to offset administrative costs; takes effect September 1, 2014.
