Establishes a working group within the department of public safety to analyze capitol district security infrastructure and develop a plan for an integrated camera surveillance system.

Surveillance system plan shall cover the state capitol, Washington Place, the governor's residence, ʻIolani Palace, the Hawaii state art museum, the main Hawaii state library, the Kalanimoku and Aliiolani Hale buildings, and the first district court.

Working group shall include the public safety director, state comptroller, chief information officer, chief justice of the Hawaii supreme court, two legislative appointees, up to two private sector security experts, and a community advocate appointed by the governor.

Working group must meet at least four times in 2014 and submit a report with recommendations and proposed legislation to the legislature no later than twenty days before the 2015 regular session.

Working group dissolves on June 30, 2015, with members serving without compensation but reimbursed for necessary expenses.
