Establishes a new limited lines travel insurance producer license category for individuals and business entities authorized to sell, solicit, or negotiate travel insurance through licensed insurers.

Allows travel retailers to offer and disseminate travel insurance on behalf of a limited lines travel insurance producer if the retailer is registered with the commissioner and meets specified conditions.

Requires limited lines travel insurance producers to designate a licensed responsible producer, maintain an updated register of travel retailers, implement employee training on insurance types and ethical practices, and pay applicable licensing fees.

Exempts limited lines travel insurance producers and registered persons from examination and continuing education requirements applicable to other insurance producers.

Prohibits unlicensed travel retailer employees from selling insurance, evaluating existing coverage, or holding themselves out as licensed professionals, though they may provide general information about coverage and pricing.
