Prohibits development of time share units and units pursuant to time share plans in any county within special management areas.

Amends Hawaii Revised Statutes Section 205A-28 to ban time share development in special management areas by requiring a permit for all development in these areas while explicitly prohibiting time share development.

Amends Section 514E-5 to add a new subsection prohibiting time share development in special management areas, with definitions of "development" and "special management area" referencing Section 205A-22.

Does not impair existing time share units, time share plans, or transient vacation rentals that were already established.

Takes effect upon approval.
