Prohibits legislators and public employees from advocating for, appointing, employing, promoting, supervising, or advancing any relative to public office or employment.

Defines "relative" to include spouse, reciprocal beneficiary, parent, children, siblings, grandparents, grandchildren, in-laws, step-relations, and half-siblings.

Allows temporary exceptions during emergencies resulting from natural disasters or unforeseen circumstances, with rules prescribed by the director of human resources development, administrative director of the courts, senate president, and speaker of the house.

Effective date of July 1, 2050.
