Creates a new type of "limited meeting" allowing any number of county council members to attend and discuss council business at community group meetings without triggering sunshine law restrictions.

Limited meetings must comply with notice requirements under section 92-7 and identify which board or community group is hosting the meeting.

Council members attending limited meetings cannot make decisions, vote commitments, or accept oral testimony; no quorum is required.

County councils are limited to one limited meeting per month with any single board or community group, and meetings cannot be held outside Hawaii.

The provision automatically repeals on June 30, 2018, with the prior sunshine law restrictions reinstated unless reauthorized by the legislature.
