Amends Hawaii Revised Statutes Section 46-4(a) to allow counties to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time in any zoning classification.

Extends amortization provisions previously limited to commercial, industrial, resort, and apartment zones to now include single-family transient rental units across all zoning areas.

Maintains existing protections that amortization cannot apply to buildings or premises used for residential (single-family or duplex) or agricultural purposes.

Takes effect upon approval.
