Establishes a five-year pilot project authorizing the Department of Education to contract for design, planning, and installation of fourth generation modular design buildings on public school campuses.

Allows the Department of Education to enter into multi-year contracts using appropriate procurement methods under Hawaii Revised Statutes Chapter 103D, including sealed proposals, sealed bids, sole source, or other permitted methods.

Requires the Department of Education to report to the legislature no later than twenty days before each regular legislative session, including contract details, school selection criteria, capacity issues, identified best practices, and proposed legislation.

Appropriates funds from general revenues for fiscal year 2014-2015 to support the multi-year contract for modular building design, planning, purchasing, and installation.

Effective date set for July 1, 2050.
