Requires an association to offset any amounts it owes to a unit owner against the amount of the assessment before conducting a power of sale foreclosure.

Prohibits an association from conducting a power of sale foreclosure unless the assessment owed is greater than the total of any amounts the association owes to the unit owner.

Adds a new notice requirement (paragraph 8) stating that the association may publish the public notice of sale in a newspaper of general circulation or on a state website.

Adds a new notice requirement (paragraph 10) informing unit owners of their right to submit a payment plan within thirty days.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
