Amends Hawaii Revised Statutes Section 514B-143(d) to restrict condominium boards from requiring unit owners to pay insurance deductibles for common element damage unless those owners caused the damage or the damage originated from their units.

Removes the board's authority under option (3) to require affected unit owners to pay deductibles for common element claims, adding a proviso that protects innocent owners from bearing deductible costs.

Applies retroactively to any damage to common elements occurring on or after the effective date of the Act.

Takes effect on July 1, 2014.
