Requires the University of Hawaii Sea Grant College Program to update the 1996 report titled "Hawaii's Readiness to Prevent and Respond to Oil Spills" by examining prevention and mitigation of contaminant spills, natural hazards, spill risk plans, and critical facilities/hazard maps.

Mandates the Sea Grant College Program to conduct stakeholder interviews with the Department of Health, Department of Land and Natural Resources, Department of Transportation, U.S. Coast Guard, U.S. Environmental Protection Agency, and other relevant organizations or experts.

Requires submission of the updated report to the legislature no later than twenty days before the regular session of 2016, including findings, recommendations, and proposed draft legislation if necessary.

Appropriates $234,000 from general revenues for fiscal year 2014-2015 to fund staffing, administrative and technical support, office equipment and supplies, and travel expenses for the report update.

Takes effect on July 1, 2014.
