• Ulu is a historically significant Hawaiian food staple brought by Polynesians around 750 A.D. that has potential as a major commercial crop due to being gluten-free and fitting into the projected $6.6 billion U.S. gluten-free market by 2017.

• Research activities include analyzing production methods (harvesting, drying, processing), manufacturing, packaging, export capabilities, market analysis, and employment opportunities, with samples being tested by major retailers including Whole Foods Market and Trader Joe's.

• Designates the agribusiness development corporation as the agency responsible for ulu development, which has statutory authority to develop new markets for Hawaiian agricultural products and conduct agricultural research and investigations.

• Takes effect on July 1, 2050.
