Allocates $3,000,000 annually from transient accommodations tax revenues to the special land and development fund, subject to mutual agreement between the board of land and natural resources and Hawaii tourism authority.

Directs allocated funds toward protection and enhancement of natural resources important to the visitor industry, planning and repair of facilities, and operation and maintenance of public lands connected with the visitor experience.

Requires an unspecified portion of the $3,000,000 allocation to be directed to the conservation and resources enforcement special fund for enforcement of natural, cultural, and historic resources protection laws.

Establishes beach restoration special fund, state parks special fund, Hawaii statewide trail and access program, and conservation and resources enforcement special fund as designated recipients of transient accommodations tax revenues through the special land and development fund.

Effective July 1, 2050.
