Authorizes the Department of Land and Natural Resources (DLNR) to designate areas of public lands with commercial, industrial, resort, and hotel uses as development or redevelopment districts when buildings are dilapidated or obsolete.

Establishes planning committees for each designated district consisting of 5 ex officio state and county officials plus 6 public members appointed by the governor, with a chairperson elected from the public members.

Empowers planning committees to develop district improvement plans, acquire property, construct public facilities, and issue bonds secured by assessments on specially benefited properties within the district.

Creates a designated development district revolving fund to be financed through a percentage of district property revenues, assessment collections, legislative appropriations, and investment income for implementing district plans.

Amends Hawaii Revised Statutes section 46-78 to allow counties to establish improvement districts upon petition by DLNR, in addition to the existing authority for Department of Transportation petitions.
