Directs the University of Hawaii Sea Grant College Program to create a comprehensive beach management plan for the northwest-facing north shore of Oahu from Kawailoa to Waialae ahupua'a over a two-year period with substantial community input.

Plan must address long- and short-term erosion management, climate change scenarios, beach and dune nourishment, shoreline public access, coastal land use strategies, setbacks, rolling easements, land acquisition, and adaptation to coastal hazards.

Appropriates funds from general revenues for fiscal year 2014-2015 to the University of Hawaii Sea Grant College Program to develop the plan.

Identifies critical north shore vulnerabilities including erosion threatening homes in Ke Nui road area, highway deterioration along Kamehameha highway, and infrastructure degradation in the Pupukea marine life conservation district due to high visitor use and weather events.

Effective date of July 1, 2050 (note: this appears to be a drafting error given the appropriation is for fiscal year 2014-2015).
