Amends Hawaii labor law to allow hearing notices from the Hawaii Labor Relations Board to be served electronically through a board-designated company, in addition to first-class mail, with at least 15 days' notice required before scheduled hearings.

Clarifies the process for appointing acting board members when a labor representative is temporarily absent, unable to act due to recusal, or ill by allowing employee organizations to submit candidates for the governor's consideration.

Establishes that when a regular board member recuses themselves, an acting member is appointed only for that specific case and serves until a final decision is filed or the case is withdrawn.

Distinguishes between replacement procedures for labor representatives versus management representatives on the board, requiring the governor to first consider candidates submitted by the appropriate stakeholder group.

Takes effect upon approval.
