Establishes the Wage and Hour for Public Works Projects Special Fund to enforce Hawaii's wage and hour law on public construction projects.

Requires state departments (except DOT Airports Division) to transfer 0.1 percent of state fund appropriations for capital improvements designated for construction or renovation of state buildings into the special fund.

Appropriates funds for fiscal year 2014-2015 to establish two full-time labor law enforcement specialist IV positions in the Department of Labor and Industrial Relations to enforce wage and hour laws on public works projects.

Requires the Department of Labor and Industrial Relations to provide an annual report to the legislature detailing deposits, expenditures, participating departments, and other fund activities.

Takes effect July 1, 2114.
