Removes the 30,000-barrel per year manufacturing cap for malt beverages produced by class 14 brewpub licensees on their premises.

Increases the manufacturing limit for class 16 winery licensees from 10,000 to 20,000 barrels of wine per license year on their premises.

Establishes a new class 18 liquor license for small craft producer pubs, allowing manufacture of up to 60,000 barrels of malt beverages, 20,000 barrels of wine, or 7,500 barrels of alcohol annually.

Prohibits brewpub (class 14) and small craft producer pub (class 18) licensees from selling intoxicating liquor purchased from class 1 manufacturer licensees for on-premises consumption; they may only purchase from class 3 wholesale dealers.

Makes conforming amendments to definitions and requirements for retail licensees, insurance coverage, and tax clearance certificates to include the new class 18 license.
