Requires all state departments responsible for designing and constructing public buildings, facilities, and schools to ensure newly-constructed facilities are designed and built to obtain LEED (Leadership in Energy and Environmental Design) certification according to at least one LEED rating system.

Mandates state departments apply for and obtain LEED certification upon completion of newly constructed public buildings, facilities, or schools, and take all necessary steps to achieve certification if not initially granted.

Defines LEED as the set of rating systems developed by the United States Green Building Council for environmentally responsible building design, construction, operation, and maintenance that use resources efficiently.

Applies to the Twenty-Seventh Legislature, 2014, State of Hawaii.

Takes effect upon approval.
