Establishes a Hawaii unmanned aerial systems test site chief operating officer position within the University of Hawaii to manage operations and serve on the Pan-Pacific Unmanned Aerial Systems Test Range Complex management team.

Creates a five-member Hawaii unmanned aerial systems test site advisory board as a subcommittee of the Hawaii aerospace advisory committee, with representatives from the departments of defense, transportation, business/economic development/tourism, University of Hawaii, and the business community.

Designates the chief operating officer's duties including overseeing test site operations, facilitating public and private use of facilities, promoting education and workforce development programs, maintaining a public website, and submitting annual reports to the legislature.

Adds the chief operating officer to the list of University of Hawaii officials required to file annual financial disclosures with the state ethics commission under chapter 84.

Appropriates general revenues for fiscal year 2014-2015 to staff and operate Hawaii's unmanned aerial systems test site activities, with funds to be expended by the University of Hawaii.
