Establishes a public safety technology park on central Oahu consisting of 23 designated properties identified by specific tax map key numbers to centralize public safety facilities and enable resource sharing.

Requires public safety services currently located in inundation zones to develop a two-year transition plan for relocation to the public safety technology park.

Directs the high technology development corporation board to develop the park in consultation with the Hawaii housing and finance development corporation and create appropriate development incentives including special purpose revenue bonds and special facility revenue bonds.

Appropriates unspecified general revenues for fiscal year 2014-2015 to establish the central Oahu public safety technology park, with funds to be expended by the high technology development corporation.

Becomes effective July 1, 2050.
