Establishes a temporary working group under the Department of Land and Natural Resources to examine possibilities for acquiring lands in Waipio Valley to preserve natural, cultural, and historic resources.

Working group consists of representatives from the Kukuihaele-Waipio Community Association, Waipio Taro Farmers Association, taro farmers, Bernice Pauahi Bishop Museum, small land owners, community organizations, Hawaii County Council, Office of Hawaiian Affairs, Mauna Kea soil and water conservation district, the legislature, and Waipio Valley kupuna.

Chief Executive Officer of Kamehameha Schools or designee shall chair the working group; if unwilling, the chairperson of the board of land and natural resources shall chair.

Working group must develop an action plan identifying important resources and conservation options for protection, including potential land purchases, and submit written recommendations and proposed legislation to the legislature no later than twenty days before the 2015 regular session.

Working group ceases to exist upon submission of the final report to the legislature.
