Appropriates $500,000 from the land conservation fund for fiscal year 2014-2015 to investigate exchanging state land for approximately 15,000 acres of agricultural and conservation land owned by Dole Food Company, Inc., in central Oahu.

Authorizes funding for costs of executing a land exchange if appropriate state land is identified, with the market value of state lands to be exchanged considered in the transaction.

Designates specific Dole-owned tax map keys in central Oahu as potential parcels for acquisition through land exchange.

Directs the department of budget and finance, in coordination with the department of accounting and general services and department of land and natural resources, to conduct the investigation and execute the exchange.

Takes effect on July 1, 2014.
