Appropriates general revenue funds for a program coordinator and technical support staff member to complete planning for an international flight training center and aeronautical training programs at University of Hawaii at Hilo and Hawaii Community College.

University of Hawaii at Hilo will offer a baccalaureate of science in aeronautical science beginning fall 2015, while Hawaii Community College will offer an associate's degree in applied science in helicopter operations beginning spring 2016.

Funds will support planning, designing, and minor repairs to existing facilities at Hilo International Airport's old cargo terminal for startup classroom and hangar facilities.

Program coordinator and support staff will also plan and administer the selection process to contract with one or more partners to provide flight training services.
