Authorizes counties to impose and enforce liens on premises for unpaid water or sewer charges after providing notice to the owner or agent and an opportunity for a hearing pursuant to chapter 91.

Requires notice of delinquent accounts to include access to account information for the delinquent account to the extent permitted by law.

Permits liens to be enforced against the entire unpaid amount and allows counties to adopt ordinances or rules to implement this lien authority.

Repeals county authority to take over existing state waterworks and sewer systems, including water rights, pipelines, and sewer systems.

Effective date: December 21, 2112.
