Changes Hawaii Revised Statutes Section 6E-3 to require (rather than permit) the state historic preservation division to hire professional and technical staff in accordance with civil service laws (Chapter 76).

Amends Hawaii Revised Statutes Section 76-16(b) to establish a three-year sunset provision for any civil service exemptions created after July 1, 2014, unless affirmatively extended by the legislature.

Codifies the legislature's intent that civil service exempt positions should be temporary and subject to periodic legislative review rather than indefinite.

Takes effect July 1, 2014, with a provision protecting amendments from being repealed when Section 76-16(b) is reenacted on July 1, 2015.
