Establishes a prepaid wireless E911 surcharge on retail transactions of prepaid wireless telecommunications service, with the surcharge amount to be determined (blank in bill text)

Requires sellers to collect the surcharge from consumers at point of sale and separately disclose it on invoices or receipts; sellers may retain 3% of collected surcharges as compensation

Applies surcharge to transactions occurring within Hawaii, including in-person purchases and remote sales where the consumer's billing address or mobile phone is associated with a Hawaii address

Exempts minimal service sales of 10 minutes or less or $5 or less when bundled with a prepaid device at a single non-itemized price

Establishes that the prepaid wireless E911 surcharge is the only E911-related funding obligation for prepaid wireless service in Hawaii; takes effect July 1, 2050
