Authorizes the Director of Finance to issue $7,635,400 in general obligation bonds for University of Hawaii capital improvement projects in fiscal year 2014-2015.

Funds the Magoon research facility at Manoa for plans and designs of the Manoa learning exchange ($2,600,000).

Funds the Waikiki aquarium for plans, designs, construction, and equipment including air conditioning replacement, roof repair, concrete walkway resurfacing, visitor entrance renovation, and structural reinforcement ($925,000).

Funds the Warrior recreation center at Manoa for plans, design, construction, and equipment to build a replica of building 31D ($1,760,400).

Funds the Saake athletic training room at Manoa for renovation and expansion ($350,000) and Holmes hall at Manoa for plans and design of college of engineering facility renovation and expansion ($2,000,000).

Appropriated funds do not lapse at the end of the fiscal biennium but shall lapse as of June 30, 2016 if unencumbered.
