Changes public land-for-private land exchanges from requiring legislative disapproval to requiring approval by majority vote in both houses of the legislature.

Maintains existing requirements for submitting exchange information to the legislature, including location, size, land values, appraiser names, appraisal dates, purpose, development plans, and historical land classification.

Requires the Office of Hawaiian Affairs to receive draft resolutions at least three months before legislative sessions to verify whether land was classified as government or crown lands before August 15, 1895.

Applies the new legislative approval requirement to exchanges for conversion of leasehold lands to fee simple ownership under chapter 516.

Takes effect on July 1, 2014.
