Authorizes residential development on three specific parcels in Kakaako Makai (identified as TMK (1) 2-1-15-61 and Lots 1 and 9 of File Plan 2471) that were transferred to the Office of Hawaiian Affairs under Act 15, Session Laws of Hawaii 2012.

Sets building height limit at 400 feet for residential development on TMK (1) 2-1-15-61 and Lot 1 of File Plan 2471, overriding any conflicting height restrictions.

Requires applicants to conduct a public hearing with at least 30 days' notice before submitting residential development proposals, and requires Hawaii Community Development Authority (HCDA) to hold a separate public hearing before approval.

Establishes a Kakaako Makai association fee collected from residential owners on these parcels, with funds deposited into a special account for maintenance, public parking, beach access, security, and parks and open spaces in the Kakaako district.

Exempts residential development on these three parcels from the standard public facilities dedication requirement that normally applies to HCDA developments.

Effective date: July 1, 2050.
