Requires each chamber of the legislature to establish rules enabling neighbor island residents to present oral testimony at legislative committee hearings using audiovisual technology.

Designates sections 21-1 to 21-19 of Chapter 21, Hawaii Revised Statutes as Part I, titled "Investigating Committees, General Powers; Sergeant-at-Arms" and adds a new Part II for committee hearings.

Appropriates funds from general revenues for fiscal years 2013-2014 and 2014-2015 to establish audiovisual technology systems throughout the State for remote testimony purposes.

Directs the Department of Accounting and General Services to expend appropriated funds for implementing the audiovisual technology system.

Takes effect July 1, 2050.
